DEAR SIR.

Herewith I announce the receipt of Mr. Bentwich’s letter of the 6th of April, and beg to apologize for only answering to-day. I have been ill this last month and not been in England. Meanwhile my friends didn’t forward my mail. That is the reason of this delay.

The Home Office has given me a Document of Identity (travelling paper) but as soon as I return to England I am obliged to return it to the Emigration-Officer. It is very difficult indeed to obtain a visum with this Document. It is not the consul that gives a special permission, but the Government of the country in question. – Besides you have to give notice at the Home Office exactly where you intend to travel to.

This paper undoubtedly gives facilities, but I must say that it is still far off being an ideal solution.

Hoping to have given you the information you needed and apologizing once more for this delay
